Industry data put the average room in a Tokyo hotel at $188.501 a night in 2025, about ¥28,194 at that year's exchange rate; the figure was reported in December 2025 without the months it covers. That average hotel price in Tokyo hides a city of extremes: hostel beds at $332 to $52 a night and five-star rooms at a typical $337.50 in search results.3 It also hides a price surge. Measured in yen, what Tokyo hotels charge rose 37.1%4 between 2019 and 2025, three times as fast as consumer prices in general, while the city's guest nights reached 107.9 million5 a year, 37% above 2019.

For travelers paying in dollars, the story is different, and that is the first surprise of the data: the yen fell almost exactly as fast as hotel prices rose, so a Tokyo hotel cost an American about what it cost in 2019. Below are the official price index back to 2002, the months and weekdays when prices peak and dip, prices by star rating and neighborhood, how full the city's hotels are, what visitors actually spend, the taxes on a stay, and how Tokyo compares with Osaka and Kyoto.

How much is a hotel in Tokyo?

The clearest single answer is the average daily rate: room revenue divided by the rooms sold, per room and per night. Industry data put it at $188.501 for Tokyo in 2025, or ¥28,194 at the 2025 average of 149.576 yen per dollar; the estimate was reported in December 2025 and does not state which months or hotels it covers. It is a price per room, not per person, so two travelers sharing pay it once.

What visitors report spending is counted per person and per trip. Foreign visitors who paid for lodging in Tokyo spent ¥80,4757 ($538.04) on it per trip in 2025.7 Across all foreign visitors, including those who stayed with friends, lodging came to ¥65,1998 ($435.91) per trip over 6.9 nights8, about ¥9,449 ($63.17 per person per night), and it was the largest single item of their spending in the city, 32.6%4 of the ¥199,874 each visitor spent in Tokyo.8

Tokyo hotel average daily rate in 2025

At $188.501, the industry estimate for 2025, reported in December 2025 for an unstated period, was higher than in 2024 and in 2019, while occupancy was still a little below its 2019 level.1 Single months run far above the year. In May 2024 the city's hotels averaged ¥37,6719 ($248.72) a night, 44.0% more than a year earlier, with 78.4%9 of rooms sold, the highest monthly rate recorded for Tokyo at the time.9 The single most expensive night of that month was the May 3 holiday, at ¥44,7439 ($295.41). The rise had started earlier: in January 2023 the average was ¥20,05614 ($142.74), already 14.7% above January 2019, which puts the January 2019 rate near ¥17,485.4

How much is a hotel in Tokyo in yen

In yen, the industry estimate of the average room rate is ¥28,1944 a night for 2025. Two thresholds matter for the bill: Tokyo charges accommodation tax on stays of ¥10,00015 or more per person per night, and a higher rate from ¥15,000.15 A shared room at the average rate falls under the lower band for each guest, while a solo traveler in the same room pays the higher band. Japan's official lodging cap for government-reimbursed travel is ¥21,00011 a night in Tokyo from April 2026.11

How much is a hotel in Tokyo for a week

Seven nights at the 2025 industry-estimate rate come to $1,319.504, or ¥197,358, before tax. If two people share a room at that rate, each pays ¥100 a night in accommodation tax, so the tax adds ¥1,400 for the week.15 Foreign visitors' actual lodging bills for a stay of 6.9 nights8 averaged ¥65,199 per person, because many share rooms, choose budget hotels or stay part of the time with friends.8

Tokyo hotel prices since 2002

Japan's consumer price index tracks what hotels and inns charge for comparable stays. It has no yen level, but it shows the path of prices, and for hotel charges the Tokyo ward-area index is identical to the national one.16 For more than a decade the line barely moved: 105.017 in 2002 (2020 = 100) and 101.7 in 2013, with a low of 100.6 in 2011, the year of the earthquake and tsunami.17 From 2014 the tourism boom lifted it: from 2013 to 2019 the index climbed 18.1%4 to 120.1.

The pandemic broke the climb. The index fell 16.7%4 to 100.0 in 2020, also because government travel discounts from mid-2020 lowered the prices guests paid; they kept 2021 (115.7) and 2022 (114.6) down too.19 When Japan reopened to foreign tourists, prices took off: 134.3 in 2023 and 164.619 in 2025, 43.6%4 above 2022 and 37.1% above 2019.4 Consumer prices overall rose 11.9%4 over the same six years, so hotels became much dearer relative to everything else.19 Since 2002 the hotel index has risen 56.8%4. A straight line fitted to 2014-2025, the tourism-boom years, keeps rising, but because the pandemic years pull it down it stays below the 2025 level of 164.6 until around 2030; the line is our calculation, not a forecast, and no official outlook for hotel prices is published. The closest official signal is the lodging cap for national civil servants' trips, which is reviewed each year against market prices and was raised 10.5%4 in Tokyo, to ¥21,000, for the fiscal year from April 2026.20

What the data shows

  • The peak of 181.4 came in August 2025.
  • September 2026 stood at 172.1.

Average hotel price per night in Tokyo in 2024

2024 was the second year of steep climbs: the index rose 14.7%4 after 17.2% in 2023, and May 2024 set the record monthly room rate of ¥37,6719, about $248.72 at the 2024 average of 151.466 yen per dollar.9

Average hotel price in Tokyo per night in 2025

In 2025 the rise slowed to 6.8%4 on the index, and the industry estimate of the average room rate was $188.501. The monthly index peaked at 181.419 in August 2025, the highest monthly reading shown.19

Average hotel price per night in Tokyo in 2026

Prices kept rising in 2026, but slowly: from January to August the index ran 2.9%4 above the same months of 2025.16 With the yen weaker again, at 158.7113 per dollar from January to August against 148.16 a year earlier, the same yen price costs a dollar payer 6.6% less than in those months of 2025. The US government's lodging allowance for Tokyo, revised in June 2026, is $34612 a night, a ceiling for official travelers rather than a typical price.12

A weak yen: what a dollar buys in a Tokyo hotel

So why do Tokyo hotels not feel 37% dearer to an American? Because the dollar bought 109.026 yen in 2019 and 149.57 in 2025, 37.2%4 more.6 Dividing the yen price index by the exchange rate gives the price in dollar terms: with 2019 = 100, it stood at 99.94 in 2025, almost exactly the 2019 level. In 2024 it was 92.4, so for dollar payers 2024 was the cheaper year, despite the record room rates. The cheapest recent year in dollar terms was 2022, at 79.1, the lowest since 2002, when the yen slid while prices were still held down.4

The reverse also holds. In 2012, when a dollar bought only 79.826 yen, the dollar index stood at 115.4: a Tokyo hotel then cost an American about 15% more than in 2019, even though yen prices were 15% lower.4 In 2025 a dollar bought 87.4%4 more yen than in 2012, which is why Tokyo still looks good value to many foreign visitors even after the price surge.

When Tokyo hotels are cheapest

Prices follow the calendar. On the 2025 price index, January was the cheapest month at 90.416 (2025 = 100) and August the dearest at 108.3, a gap of 19.8%4.16 October and November, the autumn-leaf season, came next at about 106, while February, March, June and September stayed below the yearly average. The summer peak is a domestic one: in August 2025 foreign guests took 50.9%4 of Tokyo's guest nights, below their 55.7% share for the year, as Japanese families traveled for the mid-August holidays.5

Search prices tell a slightly different story, because they reflect the rooms travelers look at, many of them upscale. Over the past 12 months, the average hotel price in Tokyo in June was the lowest of the year at $35921 (about ¥56,977) a night, while March, the cherry-blossom month, was the highest at $577, 1.61 times June.21 Both measures agree that late spring and early summer, after Golden Week and before the August holidays, are a good time to book; they disagree on March, the cherry-blossom season, which looks far dearer in search results than on the index.21

Tokyo hotel prices by star rating and type

Star rating moves the price more than anything else. Taking the middle (median) of the 12 monthly averages that travelers saw in searches over the past 12 months, a hostel bed came to $42.502 (about ¥6,745) a night, a three-star room $100.50, a four-star room $167.50 and a five-star room $337.50, 3.44 times the three-star price.3 These are prices seen when searching, not what hotels earned per room sold, so they are not directly comparable with the $188.501 industry estimate of the average daily rate.

In searches over the past 12 months, covering late 2025 and 2026, a three-star room typically cost $100.5022, about ¥15,950. Three-star searches were cheapest in July at $86 and dearest in October at $154.22 The average midrange hotel price in Tokyo per night in 2025 therefore sits between the three-star $100.50 and the four-star $167.50, depending on how far up the scale a traveler goes.23

Average 4-star hotel price in Tokyo per night in 2025

Four stars typically cost $167.5023 (about ¥26,584), but the month matters even more here: searches ran from $142 in August to $294 in April.23 At the top, the Tokyo 5-star hotel average price per night in 2025 searches was typically $337.503, about ¥53,565; the median keeps one extreme March month of $2,055 from distorting it.3

Tokyo business hotel average price per night in 2025

Business hotels, compact rooms with little more than a bed and a desk, are the backbone of Tokyo's market: they took 53.9%4 of all guest nights in 2025 and filled 81.5%5 of their rooms.5 Their prices sit far below the city average. Three limited-service hotels in Tokyo owned by one listed hotel REIT averaged ¥13,1074 ($87.63) per room-night from January to August 2025 and ¥12,785 ($80.56) in the same months of 2026, while their occupancy rose to 84.0%10.10 Three hotels are a small sample, but they show where a plain room sits: under half the industry estimate of the city's average daily rate.4

What Tokyo hotel prices mean for your trip

For a traveler from the United States, the numbers point to a few practical rules. The yen has done most of the work: in dollar terms a Tokyo hotel cost the same in 2025 as in 2019, so budgets drawn up before the pandemic still roughly hold, at about $188.501 a night for an average room on the industry estimate. Timing is the cheapest saving: the official index puts August about a fifth above January, and search prices put June well below March.16 Weeknights beat Sundays by about a fifth.21

Class and neighborhood do the rest. A three-star room typically cost $100.5022 in searches, and a stay in Ueno or Ikebukuro rather than Shibuya cuts the typical price by half or more.34 Business hotels, where most guests sleep, run far below the average rate. Sharing a room halves the per-person cost, and from April 2027 the accommodation tax will grow with the room price, so the gap between budget and luxury stays widens a little further.

Taxes and official price ceilings

On top of the room rate, Tokyo levies its own accommodation tax. Today it is a flat ¥10015 per person per night for stays priced from ¥10,000 to ¥14,999 ($66.86 to about $100.29) and ¥200 from ¥15,000; cheaper stays are exempt.15 From April 1, 2027 the tax becomes 3%15 of the room charge, stays under ¥13,000 ($86.92) per person are exempt, and it extends to hostels, capsule hotels and private rentals.15 On a room at the 2025 industry-estimate rate, 3% would be about ¥846 (all three amounts converted at the 2025 rate).

Official ceilings give another reference point. Japan's official lodging cap for government-reimbursed travel is ¥21,00011 ($132.32) a night in Tokyo from April 2026, the highest of all 47 prefectures.11 National civil servants on business trips get the same ¥21,000 Tokyo cap, reviewed each year against market prices.20 Their cap was ¥19,000 in the fiscal year from April 2025, and before that reform a fixed ¥13,100 was paid; the new cap is 60.3%4 above that old fixed sum.60 The US government allows its travelers up to $34612 (about ¥54,914) a night for lodging in Tokyo, 1.844 times the industry estimate of the city's average daily rate.12

Average hotel prices in Tokyo vs Osaka in 2026

Tokyo is Japan's most expensive hotel city on official yardsticks, but not by much.11 For 2026 the official lodging cap for government-reimbursed travel is ¥21,00011 in Tokyo, ¥20,000 in Kyoto and ¥16,000 in Osaka.11 The US government's lodging allowance is $34612 in Tokyo, $326 in Osaka-Kobe and $321 in Kyoto.12 Visitors who paid for lodging spent ¥43,9367 per trip in Osaka and ¥45,574 in Kyoto, against ¥80,475 in Tokyo, where stays are longer.7 Osaka's hotels were the fullest in Japan in 2025, at 78.6%5 of rooms sold.5

FAQ

Is Tokyo more expensive for hotels than before the pandemic?

In yen, yes: the hotel price index in 2025 was 37.1% above 2019. In US dollars, no: because the yen weakened by about as much, the dollar price was back at the 2019 level.4

Which month is best for a lower hotel price in Tokyo?

January had the lowest official hotel price index in 2025, and June was the cheapest month in search prices.16

Is the accommodation tax included in Tokyo room rates?

Usually not: it is charged per person per night on top of the room rate, ¥100 or ¥200 today and 3% of the room charge from April 2027.15

Which Tokyo area has the most expensive hotels?

Shibuya had the highest typical nightly price in search results, ahead of Bunkyo and Minato.25

Are Tokyo hotels often fully booked?

Business hotels filled 81.5% of their rooms in 2025 and over 85% in April and November, so popular dates fill early.5

Conclusions

  1. The yen, not the hotels, sets the price for Americans. Yen prices rose 37.1%4 from 2019 to 2025, but the dollar bought 37.2% more yen, so the dollar index ended at 99.9, back at 2019; a further slide of the yen to 158.7113 per dollar from January to August 2026, 7.1% weaker than in the same months of 2025, has so far outpaced the 2.9% rise in yen prices over those months.16
  2. Tokyo's prices rest on foreign demand. Foreign guests went from 37.2% to 55.7%4 of guest nights between 2019 and 2025, and they fill 65.1% of city-hotel nights; the record month of May 2024 came when that demand met Golden Week.59
  3. The average room hides two markets. Business hotels hold 53.9% of guest nights, and three sample business-class hotels charged under half the industry estimate of the city average, while typical search prices for five-star rooms run 3.44 times the three-star level; the industry estimate of $188.501 sits between two very different markets.10
  4. Tokyo leads Japan, but only narrowly. Its official lodging cap for reimbursed travel, ¥21,00011, is ¥1,000 above Kyoto's, and the US lodging allowance of $346 is only $20 above Osaka-Kobe's.12

Methodology

  • Tokyo: price index 2002-2025 and monthly to September 2026; occupancy and guest nights 2015-2025 and monthly 2025; visitor spending 2024-2025; search prices for the 12 months to October 2026.
  • One short comparison with Osaka, Kyoto and other Japanese cities; a map of the 47 prefectural lodging caps.

Definition. The headline price is the average daily rate (ADR): room revenue divided by rooms sold, per room and night, an industry estimate for Tokyo for 2025 reported in December 2025 (months and sample not stated). The hotel price index is the consumer price index for hotel charges (宿泊料), which measures price change for comparable stays and has no yen level; for this item the Tokyo ward-area index equals the national index. Occupancy is rooms sold divided by rooms available. Lodging spending figures are per person, not per room: per visitor and trip in Tokyo (all foreign visitors) or per visitor who reported paying for lodging in Tokyo. Search prices are average nightly prices that travelers saw on a booking engine over the past 12 months, not prices paid. The official lodging caps come from a labor ministry notice for government-reimbursed (workers' compensation) travel; national civil servants' trips use the same amounts. They and the US per diem are reimbursement ceilings.

Data sources. Statistics Bureau of Japan consumer price index (2015, 2020 and 2025 bases) and the Tokyo Metropolitan Government tax-commission chart of the Tokyo ward-area index for 2002-2014; Japan Tourism Agency Overnight Travel Statistics Survey (2015-2025 final results) and inbound consumption survey (2024, 2025); Tokyo Metropolitan Government survey of foreign travelers' behavior (2025) and accommodation tax pages; the health and labor ministry's notice with the FY2026 prefectural lodging caps; US Department of State foreign per diem rates; commercial data from JLL (via Travel Voice), CoStar (via Hospitality Net and Hotel Online), Japan Hotel REIT and KAYAK; Federal Reserve exchange rates via FRED.

Calculations. Yen amounts are converted to US dollars at each year's average rate (2023 140.50, 2024 151.46, 2025 149.57 yen per dollar) and 2026 amounts at the January-August 2026 average (158.71). The dollar-terms index divides the yen index (2019 = 100) by the yen-per-dollar rate (2019 = 100). Annual index values are averages of 12 months; 2015-2019 are linked from the 2015-based index at 2020. Per-night lodging spend (¥9,449) divides all visitors' spend per trip by their average nights. Area prices and star-rating prices are the median of 12 monthly averages. The projection on the yearly price-index chart is a straight-line trend fitted to 2014-2025 with a 95% prediction range: our calculation, not a forecast.

Limitations. No official average room rate is published for Tokyo; the ADR comes from one commercial analysis reported in trade media in December 2025 without its months or sample. Benchmark monthly rates were reached through republications of the provider's releases. Search prices lean toward upscale rooms and are not transaction prices; one provider's star and area pages also show isolated outlier months (a $2,055 five-star March), so medians and the city-level arrays are used. The price index for 2020-2022 is lowered by government travel discounts. The REIT figures cover three hotels. The FY2025 cap and the earlier fixed allowance come from a newspaper report of the draft rules. The US per diem page was read in September 2026.
