Mexico's busiest airports in 2026

Mexico's own airport statistics count every passenger, domestic and international, so they show the full size of each airport. In January-July 2026, Mexico City handled 25,982.6 thousand12 passengers, 1.2%12 more than a year earlier, and Cancun 17,245.7 thousand12, 5.2%12 fewer. Puerto Vallarta fell the most, 12.3%12, while the new Felipe Angeles airport north of the capital and Merida grew by 8.7%12 and 7.0%12. Across all airports, traffic was 0.2%12 lower than in January-July 2025.

Taxes and fees inside a Mexico ticket

Every fare above already includes a layer of government charges, collected by the airline and passed on. On a nonstop round trip from the US to Cancun, Mexico City or Los Cabos, the American side charges the international departure and arrival taxes of $23.4013 each and the September 11 Security Fee of $5.6014 once, on the leg that starts in the US. Three fees apply on the way home: customs ($7.3915), immigration ($7.0016) and agricultural inspection ($3.8417). The US departure airport adds a Passenger Facility Charge of up to $4.5018 per boarding.19 A nonstop round trip has one US boarding, so it pays it once, while a connection in the US adds a second one.

Together that is $75.135 today. Two fees change on October 1, 2026: customs rises to $7.6120 and agricultural inspection to $3.9817 for tickets bought from that date, which lifts the US total to $75.495.

Monterrey and Tijuana are different. They lie within 225 miles21 of the US border, and flights between the US and that zone pay the domestic-style 7.5%21 ticket tax and the per-segment tax instead of the two $23.40 taxes, so the totals below do not apply to them.

Mexico's charges are almost as large. The entry document fee for foreign visitors, 983 pesos22 in 2026, is collected by the airline inside the ticket for foreign visitors arriving by air (Mexican citizens do not pay it), and a second federal fee of 231.55 pesos22 applies when leaving Mexico on an international flight. At 17.2454 pesos23 per dollar that is $57.005 and $13.435, together $70.435, close to the whole US bundle.

On top comes the airport-use fee (TUA) charged at the Mexican airport you fly home from, which differs by airport. The airports publish it before the 16%24 value-added tax (IVA) that the airline adds in the ticket.25 26 Cancun's international rate is $42.0025, or $48.725 with IVA, the amount airlines charge.27 Mexico City's is 992.254 pesos26 in September 2026, 1,151.01 pesos5 with IVA, about $66.745.

Mexico City's fee is set in pesos every month from a dollar-based tariff, so it moves with the exchange rate. The chart shows the published rates, before IVA. In 2026 the international rate has ranged from 971.523 pesos26 in March to 1,030.045 pesos26 in April, and the domestic rate from 511.691 pesos26 to 542.418 pesos26.

What the data shows
  • The international rate peaked at 1,030.045 pesos in April.
  • The domestic rate was lowest in March at 511.691 pesos.

Added up, the fixed charges on a nonstop round trip come to about $194.285 via Cancun and $212.305 via Mexico City. Because the fares above already include them, they are a share of the price, not an extra: 37.8%5 of the Cancun average and 42.9%5 of the Mexico City average.

What these numbers mean for your trip

For a family of four, the Cancun average adds up to about $2,0565 in round-trip fares, of which roughly $777.125 is taxes and fees that no sale can remove. The rest depends on choices. Flying from a nearby hub helps most: Orlando and Miami round trips to Cancun average $1235 and $1125 less than the all-airport figure. Picking the right month helps next: a January trip to Cancun has a median of $4531 against $5631 in December.

How Mexico compares with other beach destinations

Against its Caribbean rivals, Cancun is mid-priced. A round trip to Punta Cana in the Dominican Republic averages $57128 over the past 12 months, $575 more than Cancun. Jamaica's average, $49029, is lower, but it covers prices found in the last month only, so it is not a like-for-like comparison.

FAQ

How much is a round-trip flight to Cancun?

About $514 on average from the US, with a median of $453 in January, the cheapest month.1

Which Mexican city costs the least to fly to from the US?

Monterrey, where round trips average $413; Guadalajara follows at $423.2 9

Are Mexico's airport and entry fees paid at the airport?

No. For air travelers the entry document fee, which foreign visitors pay, and the departure migration fee are collected by the airline in the ticket price, and so is the airport-use fee with its IVA.22

Which airline carries the most passengers between the US and Mexico?

American Airlines, with 7,363,559 passengers in 2025, ahead of Volaris.4

Is December the most expensive month to fly to Mexico?

For most cities, yes: the December median is the highest of the year for Cancun, Mexico City, Puerto Vallarta, Guadalajara, Monterrey, Oaxaca and Veracruz.1 8 7 9 2 10 3

Conclusions

  1. Mexico is many markets, not one price. Average round trips run from $4132 to Monterrey to $6723 to Veracruz, and Cancun, the busiest airport, sits in the middle at $5141.
  2. The three busiest airports cost less than the small ones. Cancun, Mexico City and Guadalajara together handled 63.6%5 of US passengers in 2025, and all three average less than the smaller airports of Oaxaca and Veracruz.
  3. Timing beats city choice. The cheapest month can save $2815 on a Veracruz round trip, more than the $2595 spread between the cheapest and the dearest city.
  4. More than a third of a Cancun fare is fixed. Government taxes and fees of $194.285 are 37.8%5 of the average round trip for a foreign visitor, and Mexico's two federal fees alone ($70.435) nearly match the US bundle.
  5. Demand is at a record, but growth has slowed. 40,527,9474 passengers flew nonstop in 2025, only 0.6%5 more than in 2024, while seats grew faster than passengers.

Methodology

  • Fares: prices seen over the 12 months to September 27, 2026; nine Mexican cities; all US departure airports unless a departure city is named.
  • Traffic: calendar years 1990-2025, all US-Mexico nonstop passenger flights; routes, airports and airlines for 2025; Mexico's airport totals for January-July 2025 and 2026.

Definition. Fares are round-trip prices published on commercial fare-search route pages (KAYAK, labelled commercial) for flights from any US airport to each Mexican city, cabin mix and sample size not stated, snapshot of September 27, 2026. City averages, weekday and time-of-day figures are averages of prices seen over the past 12 months; monthly figures are medians of all prices seen for each month after the top 0.1% is removed; the good-deal figures mark the cheapest 25% of prices; the past-five-days fares are single low fares. Fares include taxes. Different statistics are never subtracted from each other. Traffic figures are passengers, flights and seats on nonstop flights between US and Mexican airports in both directions, from the US Department of Transportation's T-100 International Segment data, passenger service classes only (scheduled and charter); all-cargo airlines are excluded row by row. Mexico's airport statistics count all passengers, domestic and international.

Data sources. KAYAK route pages for nine Mexican cities, Punta Cana and Jamaica, fetched September 27, 2026; US DOT/BTS T-100 International Segment (All Carriers), 1990-2025; Agencia Federal de Aviacion Civil, airport statistics July 2026; Ley Federal de Derechos (Mexico), articles 8 and 12; airport tariffs of Cancun (ASUR) and Mexico City (AICM); Ley del IVA (16% rate); an airline's August 2025 airport-fee list; IRS Publication 510 (225-mile zone); IRS Rev. Proc. 2025-32, 49 CFR 1510.5, CBP Dec. 25-10 and 26-14, 8 U.S.C. 1356(d), 7 CFR 354.3, 14 CFR 158 and the FAA PFC program page (US taxes and fees); Federal Reserve H.10 exchange rate.

Calculations. Peso amounts are converted at 17.2454 pesos per dollar (Federal Reserve H.10, September 18, 2026). Shares, ratios, percent changes, the state sums on the map and the fee totals are our arithmetic. The fee totals assume one adult on a nonstop round trip: the September 11 Security Fee once and the Passenger Facility Charge at its $4.50 maximum for one US boarding. The 2050 trend lines are ordinary least-squares fits to 1990-2025 without 2020 and 2021; they are our calculation, not a forecast.

Limitations. Commercial fare figures have no stated sample size or cabin mix and change daily; the good-deal and past-five-days fares are single prices. No US-Tulum fare is published (the Tulum city page prices flights into Cancun), so Tulum appears only in the traffic data. Los Cabos and Puerto Vallarta airport fees are not shown: no current tariff from their operator could be reached. The airport-use fees include the 16% IVA charged in the ticket. Cancun's fee is the rate published in February 2024, which the airport still lists as current. The totals apply to foreign visitors flying to airports more than 225 miles from the US border; Mexican citizens do not pay the entry fee. The T-100 yearly series leaves out duplicate filings (a carrier filing another carrier's rows: August 2017, November 2014, February and July 2015, and two small 2025 rows), and some months were never filed: Aeromexico February 2014 and its November 2014 mainline flights, and Interjet December 2014 and March 2015; these are not filled in, so 2014 and 2015 are somewhat understated. A few other small months were also never filed (1991-1992, 2002, 2006, 2010 and 2021), each under 0.1% of its year's passengers. The 1992 seat count looks overstated: Mexicana filed 255 seats per flight that year, against 175-183 in 1991 and 1993. T-100 counts each passenger once per nonstop flight, so a round trip counts twice and connecting passengers count on each segment. US fees are those in force on September 27, 2026; the customs and agricultural inspection fees change on October 1, 2026, as the table shows.
