Taxes and fees on a Bali trip
US government fees in the ticket
Part of every fare is fixed by the US government. A round trip starting in the US pays the international departure and arrival taxes of $23.4041 each, the September 11 Security Fee of $5.6042 once, on the leg that starts in the US, and three fees on the way home: customs ($7.3943), immigration ($7.0044) and agricultural inspection ($3.8445). Two of them change on October 1, 2026: the customs fee rises to $7.6146, and the agricultural inspection fee rises to $3.9845 for tickets bought from that date. The Passenger Facility Charge is $4.5047 per boarding at a US airport; a trip that changes planes abroad boards once in the US, while the legal cap of two boardings in each direction would be $18.003.
With one connection each way, outside the US, the US items add up to $75.133 today and $75.493 from October 1, about 6.0%3 of the $1,2451 average fare. They are already included in the fares above, not added on top.

In 2025, 6,907,5852 of the 6,948,7542 foreign arrivals came by air and 41,1692 by sea. The only year with a lower air share was 2021, when borders were almost closed and just 512 foreign visitors arrived, 432 of them by air.

July was also the busiest month in 2023 and 2024. Busy months for arrivals and expensive months for fares from the US are measured over different periods, so the chart below is a count of travelers, not a price signal.

What these numbers mean for your trip
For a traveler from the US, the fare is the big number and the calendar is the main lever. Flying in March, January or September instead of December keeps a round trip near $1,0811 to $1,0961 rather than $1,7841, and booking about 24 weeks1 ahead has, on average, been cheaper than booking in the last two weeks. The departure airport comes next: the averages on the map run from $9934 to $1,6347, so a traveler near two airports can compare both.
Fixed charges are small beside the fare. US taxes and fees of $75.133 are already in the ticket, as is Ngurah Rai's departure charge of about $13.403. On top of the ticket, plan for Bali's levy of about $8.373 and the visa-on-arrival fee of about $27.913 per person.
Demand is high, though it has stopped rising. Foreign arrivals by air reached 6,907,5852 in 2025, and Ngurah Rai received more passengers than in any year since at least 2018. In January-July 2026, foreign arrivals at all ports were 2.0%3 below the same months of 2025. July was the busiest month for foreign arrivals by air and June for American arrivals, which is worth knowing when planning dates, even though the arrival counts do not by themselves explain the fares.

Conclusions
- The average fare. A round trip from the US to Bali averages $1,2451; the West Coast is the cheapest place to start.
- The month sets the price. The typical fare runs from $1,0811 in March to $1,7841 in December.
- Plan for a connection. There are no direct flights from Los Angeles, and the fastest one-stop routings take about 20 to 26 hours, through hubs such as Singapore, Taipei, Doha or Istanbul.5 4
- Fees are a small share. US taxes and fees add $75.133 to a one-stop round trip, $75.493 from October 1, 2026.
- Foreign arrivals set a record in 2025. They reached 6,948,7542 in 2025, the highest in the series that starts in 1971, and more than 99% of them came by air. January-July 2026 ran 2.0%3 below the same months of 2025.
Methodology
- Fares: prices seen up to September 27, 2026; US departure airports only.
- Arrivals: calendar years 1971-2025; air and sea split 2021-2025; American arrivals 2021-2025 and by month in 2025; all-port arrivals by month and American arrivals for January-July 2026.
- Ngurah Rai airport: arriving passengers 2018-2025; international and domestic 2021-2025.
Definition. Fares are round-trip prices published on commercial fare-search pages (KAYAK, labelled commercial). The headline figure and the city and state figures are averages of prices seen over the past 12 months; monthly figures are medians after the top 0.1% of prices is removed; weekday and time-of-day figures are averages; the good-deal prices are 25th percentiles; the route deals are single deals (Seattle's is the cheapest route found in the past 5 days; the others are deals seen in the last 72 hours). Airport distances are straight-line (great-circle) distances. Different statistics are never subtracted from each other. Foreign arrivals are foreign visitors entering Bali directly, counted at the port of entry, all ports (air and sea) unless the table says by air. Ngurah Rai passengers are passengers flying to Bali (arrivals only), domestic and international, residents included.
Data sources. Commercial fare-search pages (KAYAK): the United States to Denpasar country page and one airport route page for each of 37 states, fetched September 27, 2026; Bali Provincial Government Tourism Office, Bali tourism statistics 2025 (Tables 1-7 from Statistics Indonesia, Bali Province; Tables 8-12 including the airport operator's passenger counts) and its release of January-July 2026 (arrivals by month and by market country); Love Bali portal (tourist levy); Directorate General of Immigration (visa on arrival, secondary confirmation); NusaBali report of the airport operator's departure charge; Bank Indonesia JISDOR rate; IRS Rev. Proc. 2025-32, 49 CFR 1510.5, CBP Dec. 25-10 and 26-14, 8 U.S.C. 1356(d), 7 CFR 354.3 and 14 CFR 158 (US taxes and fees).
Calculations. Rupiah amounts are converted at 17,917 rupiah per dollar (Bank Indonesia JISDOR, September 25, 2026). Shares, percent changes and the US fee totals are our arithmetic. The US fee total assumes one connection each way, outside the US: the September 11 Security Fee is paid once and the Passenger Facility Charge for one US boarding. The yearly arrival and airport series break in 2020-2021, so they are shown as tables and not projected.
Limitations. Commercial fare figures have no stated sample size or cabin mix and change daily. The state map uses one main airport per state; other airports in the same state can be cheaper or dearer, and 13 states and Washington, D.C. are not shown. For Iowa, Rhode Island, South Dakota, Vermont and Wisconsin the airport route page publishes no average; for Arkansas, Delaware, Maine, Mississippi, New Hampshire, North Dakota, West Virginia and Wyoming no route page to Denpasar exists for their main airports, and Washington, D.C. has no airport of its own. American arrivals and the 2026 monthly arrivals include the small number who came by sea. The airport departure charge rate is from a 2022 report quoting the operator; no later change was found. The visa-on-arrival fee could not be read on the official portal and is confirmed on secondary pages; the proposed increase may change before it takes effect.
