Taxes and fees inside an Italy ticket

Every round trip between the US and Italy carries $70.633 in US federal taxes and fees: the international departure and arrival taxes of $23.408 each, a $5.609 security fee, a $7.3910 customs fee, a $7.0011 immigration fee and a $3.8412 agricultural inspection fee.811 Two of them rise on October 1, 2026: the customs fee to $7.6113 and the agricultural fee to $3.9812 for tickets bought from that date, which lifts the federal total to $70.993. The US departure airport also charges a passenger facility charge of up to $4.5014 per boarding;1415 a nonstop round trip has one US boarding, since the return starts abroad, so US government charges come to $75.133, or $75.493 from October 1. On the way home, Italy adds a municipal boarding surcharge set by law: €6.5016 per departing passenger at most Italian airports, including Rome and Milan,16 plus €0.5017 since April 1, 2025 on flights leaving the EU from airports with 10 million or more passengers in the previous year.17 Rome's airports add a further €118 for the city, the law's maximum, which is the rate applied.1816 A US flight therefore pays €8.003 from Rome Fiumicino, about $9.173, and €7.003 from Milan Malpensa, about $8.023.

The departure airport adds its own charges on top. At Rome Fiumicino they come to €30.5619 per departing passenger, about $35.033; at Milan Malpensa €17.6320, about $20.213, at 1.146421 dollars per euro.1920

Added up, a round trip that returns from Rome carries $119.333 in taxes and charges, and one returning from Milan $103.363, a gap of $15.973. From October 1, 2026 the totals become $119.693 via Rome and $103.723 via Milan; the gap stays the same. The Rome total equals 12.7%3 of the $9371 all-Italy average fare, 12.8%3 from October 1. Both totals count one US boarding for the passenger facility charge.

Children aged 2 to 12 pay half the airport boarding charge at both airports and infants under 2 pay none, but the US charges apply to every ticketed passenger.20 Airline fuel surcharges are separate and not included here.

What these numbers mean for your trip

For a family of four, the calendar alone is worth real money. Four tickets at the $4411 November median come to $1,7643; four at June's $7091 median come to $2,8363, $1,0723 more. At the current $9371 average, four tickets cost $3,7483.1 Of every ticket, about $119.333 per person via Rome is taxes and airport charges that no sale removes, $477.323 for four adults, or $478.763 from October 1, 2026; children aged 2 to 12 pay less.

The destination matters almost as much. Flying into Milan instead of Naples saves $1873 per ticket on the 12-month averages, and Milan's departure charges are lower than Rome's.4 The cheapest combination on this page stacks the patterns1: a November or late-winter trip, an early-week departure, into Rome or Milan. June and July are both the priciest and among the busiest months.2

How Italy compares with other destinations

Measured the same way, over the past month, Italy's $9371 is the highest of six popular European destinations from the US. France ($89523) and Germany ($89124) are close; Spain, at $74725, is $1903 cheaper.232425

What the data shows
  • Italy is the most expensive at $937.
  • Spain is the cheapest at $747.
  • Italy costs $117 more than the United Kingdom.

Italy's premium over France ($423) and Germany ($463) is small, so flying into France or Germany instead saves little on the average fare.2324

Conclusions

  1. The month sets the price. The median round trip runs from $4411 in November to $7091 in June, and every one of the four main cities is dearest in June.
  2. Rome is the main door, and one of the cheapest. Rome Fiumicino handles 59.0%3 of US-Italy passenger flights and has the lowest average of the six arrival airports listed, $5851.
  3. Demand is at a record. 5.83 million2 passengers flew nonstop in 2025, 30.1%3 above 2019, and Naples grew 6.223 times over the same years.
  4. Four airlines carry almost everyone. Delta, United, American and ITA Airways had 89.4%3 of 2025 passengers.
  5. About $119.333 of a Rome round trip is fixed, $119.693 from October 1, 2026. US taxes and fees, the US passenger facility charge, Italy's municipal surcharge and Rome's airport charges equal about 12.7%3 of the $9371 all-Italy average, and no sale reduces them.

Methodology

  • Fares: prices seen up to September 27, 2026; four Italian cities, six Italian arrival airports, six European countries in the comparison.
  • Traffic: 1990-2025, yearly; 2025 by month, airport, US airport, route and airline.

Definition. Fares are average round-trip prices published on commercial fare-search route pages for flights from the United States to Italy (all US departure airports; cabin mix not stated). The Italy-wide average covers the past month of prices (snapshot of September 25, 2026); city averages cover the past 12 months (September 27, 2026). Monthly figures are medians after the top 0.1% of prices is removed. Averages and medians are different statistics and are never subtracted from each other. Traffic counts are passengers and departures on nonstop scheduled and charter flights between US and Italian airports, both directions, all nationalities; connecting passengers count on their nonstop segment only. Flight counts are passenger flights: departures of airlines that reported passengers on these routes in the same year; all-cargo carriers are left out.

Data sources. Commercial fare-search route pages (KAYAK, labelled commercial): Italy country page fetched September 25, city pages September 27 and comparison country pages September 26, 2026; US Department of Transportation International Report passengers and departures datasets (1990-2025); tax and fee rates from IRS Rev. Proc. 2025-32, TSA, CBP Dec. 25-10 and CBP Dec. 26-14, 7 CFR 354.3 (APHIS), 8 U.S.C. 1356(d) (immigration fee), 14 CFR 158 and the FAA PFC page (passenger facility charge); Italy's municipal boarding surcharge from the law texts (Decree-Law 7/2005, article 6-quater; Decree-Law 78/2010, article 14), with the €6.50 national total as summed by the Italian Chamber of Deputies' research service (secondary); airport charges from Aeroporti di Roma and SEA Milan Airports (effective January 1, 2026); Federal Reserve H.10 exchange rate.

Calculations. Passengers per flight, shares, changes and sums are our arithmetic. The 2026 airport charges are converted at 1.1464 dollars per euro (Federal Reserve H.10, September 18, 2026). Trend lines on yearly charts are ordinary least-squares straight lines fitted to 1990-2025 with 2020-2022 left out, extended to 2050 with a 95% prediction range: our calculation, not a forecast. Regions on the map sum the passengers of their airports.

Limitations. Commercial fare averages have no stated sample size or cabin mix and change daily; figures from different parts of the fare pages (country, city, month, airport) come from different sets of prices and are not like-for-like. Traffic counts include non-US passengers and count each direction separately, so they are not the number of Americans visiting Italy. Fuel surcharges are not listed separately. Tax and charge rates are those in force in September 2026; the US customs fee rises to $7.61 and the agricultural inspection fee to $3.98 on October 1, 2026, and both can change again at the start of each later US fiscal year.
