A night in a Paris hotel now costs about a third more than it did before the pandemic. The average room sold for €223.51 ($2532) before VAT in 2025, against €165.33 in 2019, and hotels still filled 80.7%1 of their rooms. Prices swing hard through the year: a June night averaged 1.692 times a February one, and the 2024 Olympics pushed August rates up by more than half while occupancy fell.
This page puts the official figures on Paris hotels (occupancy, guest nights, rooms by star rating and arrondissement, the tourist tax and VAT) next to the monthly average rates of a large hotel panel, labelled as commercial. All money is shown in US dollars first, converted at each year's average euro rate, with euros in brackets. Further down: what each hotel segment costs, the cheapest and dearest months, where the city's 87,5464 hotel rooms are, and what comes on top of the room rate.
What a hotel night in Paris costs
The average hotel price per night in Paris in 2025 was $2532 (€223.51), excluding VAT.1 That is the average revenue a hotel took per occupied room, across the hotels in the panel. It fell 1.1%1 in euros from 2024, while occupancy rose 4.31 points to 80.7%1, so hotels earned more per available room overall.
The average hotel price per night in Paris in 2024 was $2492 (€230.35), with occupancy at 75.9%5, the Olympic year's lower figure.5 The longer view matters more than the small dip. In 2018 the same average was €162.96 and in 2019 €165.33; by 2025 it was 35.2%2 higher in euros. Because the dollar was stronger against the euro in 2019, the rise looks a little larger in dollars: from $1852 to $2532, up 36.5%2.
| 2018 | $192 (€162.9) | 81.3% | $156 (€132.4) |
| 2019 | $185 (€165.3) | 80.8% | $150 (€133.6) |
| 2024 | $249 (€230.3) | 75.9% | $189 (€174.7) |
| 2025 | $253 (€223.5) | 80.7% | $204 (€180.4) |
Each December report gives the full-year figure for that year only; the years 2020 to 2023 were not reached, so the table is not a continuous series. The panel also revises the year before: the 1.1%1 fall reported for 2025 implies about €226.02 for 2024, a little under the €230.35 printed a year earlier; occupancy and RevPAR are restated the same way, which is why the table shows a larger 2024-2025 rise than the 4.31 points the panel reports. Read the table as levels, not as exact year-on-year changes.
The Paris hotel average daily rate in 2025
Hoteliers call this figure the average daily rate (ADR): room revenue divided by rooms sold. Its partner, RevPAR, divides the same revenue by all rooms, sold or not, so it moves with both price and occupancy. In Paris RevPAR reached €180.41 in 2025, up 4.4%1 on 2024, which is why a slightly lower rate still meant a better year for hotels. For a traveler, ADR is the closer guide to what a room costs, though a room booked for a busy week can cost far more than the average.
How much is a hotel in Paris once taxes are added?
The rates above exclude VAT. French hotel stays carry VAT at 10%8, which lifts the 2025 average to €245.852, or $2782. On top of that comes the Paris tourist tax, charged per adult per night by star rating: €5.539 in a 3-star hotel in 2026, so €11.062 a night for two adults.9 The averages are per room, not per person.
Prices by hotel segment
The single average hides a wide spread. The panel splits hotels into segments: super-economy, economy, midscale and upscale.1 These are the panel's own groups, which it matches roughly to 2-3 star (economy), 3-4 star (midscale) and 4-5 star (upscale) hotels rather than to exact star ratings, and the super-economy segment was not published for Paris before 2026. In 2025 an upscale room cost 2.982 times as much as an economy room.
- Upscale rooms averaged $421 a night.
- Midscale rooms averaged $201.
- Economy rooms averaged $141.
The average budget hotel price per night in Paris in 2025
In the economy segment, the nearest the panel comes to a budget hotel, a room averaged $1412 (€125.21) before VAT in 2025, or €137.722 with it.1 Economy hotels were nearly as full as midscale ones, at 81.8%1 occupancy. Super-economy hotels, the cheapest group, only appear in the 2026 reports: €76.010 ($882) from January to May 2026.
The average midrange hotel price per night in Paris in 2025
A midscale room cost $2012 (€178.01) before VAT, or $2212 with VAT, with occupancy at 82.2%1, the highest of any segment. Upscale hotels charged $4212 and filled 78.5%1 of their rooms, so they earned the most per available room despite being the emptiest.
| Economy | 81.8% | +3.8 | $116 (€102.4) | +1.2% |
| Midscale | 82.2% | +3.7 | $165 (€146.4) | +2.9% |
| Upscale | 78.5% | +5.2 | $331 (€292.5) | +6.4% |
Every segment is far dearer than before the pandemic. Comparing the full years 2019 and 2025, the upscale average rose 49.1%2, and the midscale and economy averages each rose by about a third.3 1 The top end pulled away fastest.
| Economy | 95.1 | 125.2 | +31.7% |
| Midscale | 135.4 | 178.0 | +31.5% |
| Upscale | 250.0 | 372.7 | +49.1% |
| All hotels | 165.3 | 223.5 | +35.2% |
In dollars the rise is a little larger, because each euro bought fewer dollars in 2019 than in 2025. An economy room went from about $1062 in 2019 to $1412 in 2025, a midscale room from $1522 to $2012, and an upscale room from $2802 to $4212. For an American visitor, the upscale night alone costs about $1412 more than six years earlier.
The average hotel price per night in Paris in 2026
From January to May 2026 the Paris average was €208.710 ($2422), 2.7%10 above the same months of 2025 as restated by the panel, with occupancy at 78.7%10. Those are the off-season and spring months, so the full-year figure will end higher once summer and autumn are in: in 2025 the January-May average was first published as €204.611, and the full year ended at €223.51.
- Upscale rooms averaged €343.6 a night.
- Super-economy rooms averaged €76.0.
With the super-economy segment now published, the full spread inside Paris is wider still: an upscale room cost 4.52 times a super-economy room in the first five months of 2026. Every segment's average was higher than a year earlier, from 1.9%10 in the economy segment to 3.0%10 in the midscale one.
Prices by month
Paris hotel prices peak with the city's big events rather than with the summer holidays. Over the twelve months from June 2025 to May 2026, the monthly average ran from €176.812 ($2052) in February to €299.413 ($3382) in June, a month that combined the Paris Air Show at Le Bourget with other major events.13 12 In euros, September and October were the next most expensive months.

The average hotel price in Paris per night in July 2025
July 2025 averaged €224.014 ($2532) a night, 19.2%14 less than the Olympic July of 2024 as restated by the panel, while occupancy rose 11.914 points to 83.2%14. August is the real summer low for prices: €185.215 ($2092) in 2025, 35.5%15 below the Olympic August a year earlier, again against the panel's restated figure. Revenue per available room follows the same pattern but more steeply, because occupancy and price rise together in the busy months: it ran from $1532 in February 2026 to $3032 in June 2025.

December 2025 averaged €217.31 ($2462), 7.4%1 more than a year earlier as restated by the panel, and 80.1%1 of rooms were sold. That was above November (€206.018) but below the September and October levels.
The average hotel price in Paris in January 2026 per night
January 2026 averaged €199.619 ($2322) a night with occupancy at 72.5%19, and February was cheaper still. The segments move together through the year, but the gap between them widens in peak months: in June 2025 an upscale room averaged €499.513, while an economy room averaged €164.113; in February 2026 the same two segments averaged €288.412 and €105.612.13 12

The 2024 Olympics effect
The summer of the Paris Olympic and Paralympic Games shows how a single event can move the whole market. Prices rose sharply while occupancy fell.23 15 Comparing 2024 with 2023 month by month, as the panel publishes it, separates the event from the usual seasonal swing.
The average hotel price in Paris in July 2024
In July 2024 the Paris average reached €283.224 ($3072), 21.1%24 more than in July 2023, and in August €293.423 ($3182), up 60.7%23. June, the run-up month, went the other way: €262.925, down 14.8%25 on June 2023.

- June 2023 was the fullest month in the three years, at 90.7%.
- July 2025 occupancy recovered to 81.5%.
Every segment's average rose in July and August 2024. Upscale rooms averaged €496.424 in July and €496.623 in August, and the economy average rose the most in August, by 71.2%23.

Looking back from 2025, the panel's restated figures confirm the size of the jump: the July 2025 report implies a July 2024 average of about €277.22, and August 2025 came in 35.5%15 below August 2024.14 15 For travelers, the lesson of 2024 is that a major event can turn an ordinary holiday month into the most expensive month of the year, while the hotels themselves end up emptier than usual.
Demand: guest nights, visitors and length of stay
High prices have not kept guests away. Paris hotels recorded 41.9 million2 guest nights in 2025, 8.8%2 more than in 2024 and 10.3%2 more than in 2019, the highest figure since this series starts in 2011.33 The pandemic years are left out of the chart: nights fell to 11.0 million2 in 2020 and 15.4 million2 in 2021. Our straight-line trend, fitted to the other years, is a calculation, not a forecast.
The Olympic year shows in the totals too: nights dipped to 38.6 million2 in 2024 from 39.6 million2 in 2023, before the jump to 41.9 million2 in 2025.
Projection: linear trend of 2011–2025 yearly values, 95% prediction range. Our calculation, not a forecast.
- 2025 set the record at 41,944 thousand nights.
- 2016 was the low point before the pandemic, at 31,743 thousand.
- 2019 had 38,022 thousand nights.
About two in three nights are sold to foreign guests: 68.0%33 in 2025, close to the 66.3%33 of 2019. The share dipped to 63.5%33 in 2016 and to 51.6%33 in 2021, when travel restrictions kept foreign visitors out. The 2025 share matches the 68.0%33 of 2018, the highest in the series, so the record number of nights in 2025 came from French and foreign guests alike rather than from a shift between them.
Projection: linear trend of 2011–2025 yearly values, 95% prediction range. Our calculation, not a forecast.
- The foreign share was 68.0% in 2025.
- Of the years shown, it was lowest in 2016, at 63.5%.
Counting guests rather than nights, arrivals reached 18.5 million2 in 2025 by our sum of the monthly figures, 8.5%2 above 2019. Foreign arrivals grew 11.3%2 over the same years, French arrivals 4.5%2.33
- Foreign guests
- French guests
- Foreign arrivals reached 11,021.5 thousand in 2025.
- French arrivals were 7,464.2 thousand in 2025.
The average stay is short and stable: 2.272 nights per hotel arrival in 2025, against 2.232 in 2019 and 2.372 in 2011, by our division of nights by arrivals. A typical guest pays the nightly rate two or three times, not a week's worth.
Projection: linear trend of 2011–2025 yearly values, 95% prediction range. Our calculation, not a forecast.
- The average stay was 2.27 nights in 2025.
- It was 2.37 nights in 2011.
Within the year, guest nights peak in July even though prices do not. July 2025 had 3.87 million2 hotel nights, 1.432 times February's 2.72 million2.33 So July fills the most beds without carrying the highest prices, which came in June.

Where the rooms are: hotels by star rating and arrondissement
Paris had 1,6294 hotels with 87,5464 rooms on January 1, 2026, an average of 53.72 rooms per hotel.4 The stock leans to the middle and upper end: 3-star and 4-star hotels hold 76.6%2 of all rooms.
- 3-star hotels are the most numerous, 689.
- There are 117 5-star hotels, palaces included.
Counting rooms instead of hotels changes the order. There are fewer 4-star hotels than 3-star ones (5464 against 6894), but they are larger, with 65.62 rooms each against 45.42, so they hold the most rooms of any class: 35,8204, or 40.9%2 of the total. The 5-star class, palaces included, adds 9,5054 rooms, 10.9%2 of the city's stock.4
| 5-star (incl. palaces) | 9,505 | 10.9% | 81.2 |
| 4-star | 35,820 | 40.9% | 65.6 |

The rooms are not spread evenly. The 8th arrondissement, around the Champs-Élysées, has the most, 9,2814, or 10.6%2 of the city total, and 40.5%2 of all 5-star rooms.4 The 9th, 15th and 17th follow. The central 3rd and 4th have few rooms, and 62 arrondissements, mostly in the south and east, have no 5-star hotel at all.
- The 8th arrondissement has the most rooms, 9,281.
- The 4th has the fewest, 1,171.
Ranked, the gap between districts is large: the 8th has 7.92 times the rooms of the 4th (1,1714). The 9th, 15th and 17th each have more than 7,6004 rooms, and the 14th and 10th follow with 7,0484 and 5,7944.4
- The 8th arrondissement leads with 9,281 rooms.
- The 4th has 1,171 rooms.
Luxury rooms are the most concentrated of all. The 8th has 3,8534 5-star rooms, the 1st 1,4844 and the 9th 1,0034, while the 12th to the 15th and the 19th and 20th have none.4 In the 8th, 41.5%2 of all rooms are 5-star.

Taxes on top of the room rate
The Paris tourist tax per person per night in 2026 at a hotel
Every adult guest pays a tourist tax (taxe de séjour) per night, set by the hotel's star rating and collected by the hotel. In 2026 it is €5.539 ($6.422) in a 3-star hotel, €8.459 in a 4-star and €15.939 in a palace.9 Minors, seasonal workers, people in emergency or temporary housing and Paris residents are exempt, and the 2027 rates are unchanged.34 In a hotel that is not rated, the tax is 5%9 of the nightly price per person before VAT plus the surcharges, capped at €15.939.9
- A palace guest pays $18.50 per night.
- A 3-star hotel guest pays $6.42 per night.
Most of the tax does not go to the city. An extra regional levy of 200%9 funds the Île-de-France public transport authority, on top of a 10%9 departmental and a 15%9 regional surcharge.9 For a 3-star hotel, the transport levy alone is €3.409, 61.5%2 of the total.
| Palaces | 4.9 | 0.49 | 0.74 | 9.8 |
| 5-star | 3.6 | 0.36 | 0.54 | 7.2 |
| 4-star | 2.6 | 0.26 | 0.39 | 5.2 |
| 3-star | 1.7 | 0.17 | 0.26 | 3.4 |
| 2-star | 1.0 | 0.10 | 0.15 | 2.0 |
| 1-star, holiday villages, guest rooms, hostels | 0.8 | 0.08 | 0.12 | 1.6 |
| Campsites, 3 to 5 stars | 0.6 | 0.06 | 0.09 | 1.2 |
| Campsites, 1 and 2 stars | 0.2 | 0.02 | 0.03 | 0.4 |
The same split holds for every category, because the three surcharges are fixed percentages of the city rate. For a 3-star room, the tax is 3.252 times what the city itself charges.
- Transport authority (200%)€3.4061.5%
- City of Paris€1.7030.7%
- Grand Paris (15%)€0.264.7%
- Department (10%)€0.173.1%
- The transport surcharge is €3.40 of €5.53.
- The City of Paris keeps €1.70.
What a typical stay costs
Hotel guests in Paris stayed 2.272 nights on average in 2025. At the 2025 average rate with VAT, €245.852 a night, the room for such a stay comes to about €5582 ($6312). Two adults in a 3-star hotel add about €25.112 of tourist tax over the same stay.
The segment matters more than the length of stay. The same 2.272 nights with VAT cost about €3132 in an economy room, €4442 in a midscale room and €9312 in an upscale one, as yearly averages. Prices are per room, so two people sharing pay one rate; only the tourist tax is charged per adult, and hotels may quote it separately, so check the total before booking.
How Paris compares with other French cities
Among the French cities charted below, Paris has the second highest average rate, behind Cannes, whose hotels averaged €474.71 in 2025.1 A Paris room cost 1.762 times the France average of €126.91 and almost twice the Lyon average. Menton (€187.21) and Nice (€181.71) come next, followed by Biarritz, Antibes-Juan-les-Pins and Annecy; the other large cities charted stay below €1201.
- Paris averaged $253, second after Cannes at $536.
- The France average was $143.
What these prices mean for a trip to Paris
For most visitors the month and the class of hotel are the two levers they control. The same average room cost $2052 in February 2026 and $3382 in June 2025. Choosing a midscale hotel over an upscale one saves even more, and the economy segment is cheaper still, with hotels nearly as full as midscale ones.
Big events change the rules. The Olympic summer of 2024 showed that rates can jump by more than half in weeks when demand is expected, even if the hotels then sell fewer rooms. Other big events work the same way on a smaller scale: June 2025, the month of the Paris Air Show, was the most expensive month in the reports collected.13
The city's hotel stock also limits where each class of hotel can be found. With 1,6294 hotels, most of them 3-star or 4-star, the outer east has little choice: the 19th and 20th together have 4,0792 rooms and no 5-star hotel.4
None of these averages is a quote. They are what hotels earned per room sold over a month or a year, not advertised prices, so a single booking can land well above or below them. They are best used to judge whether a price is high or low for the season and the class of hotel.
FAQ
Which month is the least expensive for a Paris hotel?
Is the Paris tourist tax included in the room price?
Not always. The host collects it per adult per night on top of the stay; it is €5.53 in a 3-star hotel in 2026.9
Do children pay the Paris tourist tax?
No. Minors are exempt, as are seasonal workers, people in emergency or temporary housing and Paris residents.34
How full are Paris hotels?
Which part of Paris has the most hotel rooms?
The 8th arrondissement, with 9,281 rooms on January 1, 2026; the 9th has the most hotels, 183.4
Conclusions
- Paris hotels are a third dearer than in 2019, and just as full. The average rate rose from €165.33 to €223.51 with occupancy at 80.7%1 against 80.8%3, and guest nights hit a record 41.9 million2 in 2025.
- The calendar sets the price more than the season. June (€299.413), September and October cost more than July and August; February is 41%2 cheaper than June.
- The Olympics raised prices but not occupancy. July and August 2024 rates rose 21.1%24 and 60.7%23 while July occupancy fell 11.32 points; by July 2025 occupancy was back above 80%33 at much lower prices.
- The headline average understates the bill. VAT adds 10%8 and two adults in a 3-star hotel add €11.062 a night of tourist tax, 61.5%2 of which funds regional transport.
- Luxury rooms sit in a few districts. The 8th arrondissement alone has 10.6%2 of the city's rooms and 40.5%2 of its 5-star rooms.
Methodology
- Room rates: full years 2018, 2019, 2024 and 2025; monthly February 2024 to May 2026 (January 2024 and January, February, March and April 2025 reports not used).
- INSEE: guest nights 2011-2025, monthly occupancy and arrivals to August 2026; capacity on January 1, 2026.
Definition. The average hotel price is the average daily rate (ADR): room revenue divided by rooms sold, per room per night, excluding VAT, across the hotels of a commercial panel in Paris (department 75, the City of Paris). RevPAR is room revenue divided by all available rooms. Segments (super-economy, economy, midscale, upscale) are the panel's own groups, not official star ratings. Occupancy, guest nights and arrivals come from the official INSEE hotel occupancy survey of all hotels in Paris; hotels and rooms by star rating and arrondissement from INSEE's tourist accommodation capacity data (January 1, 2026). Tourist tax rates are those of the City of Paris for 2026 (unchanged for 2027).
Data sources. UMIH and GNC monthly hotel observatory (data: MKG Destination, labelled commercial), reports December 2018, December 2019, February to December 2024, May 2025 to May 2026; INSEE Fréquentation des hébergements touristiques (DS_TOUR_FREQ) and Capacités d'hébergements touristiques (DS_TOUR_CAP) via the INSEE Melodi API; Ville de Paris tourist tax rate sheet; Entreprendre.Service-Public.gouv.fr (VAT); European Central Bank exchange rates.
Calculations. USD = euros x the ECB annual average USD per EUR of the same year (2018 1.1810, 2019 1.1195, 2024 1.0824, 2025 1.1300); 2026 values use the January-September 2026 average of monthly rates (1.1616). Prices with VAT = rate x 1.10. Yearly arrivals are sums of the monthly figures; average stay = summed nights / summed arrivals. Trend lines are ordinary least-squares straight lines over the years shown, extended to 2050: our calculation, not a forecast.
Limitations. The panel's sample size is not printed; each report compares with a restated year-earlier figure, so values implied for a past period can differ slightly from those printed at the time. The July 2025 department table did not match the same report's Paris headline, so its segment figures are not used. Average rates are for rooms, not per person, and exclude breakfast and other extras. INSEE monthly data for 2026 are provisional.
